I agree. This is the ground work that is very much required and I would go
to the extent of saying that you have actually suggested the mass movement
approach.
Let us put together a six months- one year VTU campaign plan.
We can meet teachers from various depts. in as many colleges as possible and
also get in touch with students while simultaneously educating all
concerned. This process must continue until a critical mass is built and
then we will be in a position to influence policy issues.
