probably you have not installed any of these daemons or you have not
started them. telnet and ftp are usually run using inetd ( man inetd ) so
if these daemons are installed check the file /etc/inetd.conf for if the
lines containing ftp and telnet are not commented.

no you don't need to install samba for http, telnet and ftp.
