No not yet. The first 50 Developer samples were shipped to Free of
Cost to selected people around March 1st Week. (One person from India
got it too) The next shipping for all developers at the cost of 350$
(might not include shipping) will be available in a couple of weeks.
One can ship it from Taiwan IIRC by placing a pre-order.

It will go public by End of September (if everything goes as per schedule :-) )
