Regarding GPL conference

Hello group,
With the GNU GPL conference coming close I was wondering why has the
preparation for the event not started(atleast trying to get more people
involved).  Can someone please post the details of the conference and how we
are going about it example manpower, propaganda, structure, etc...
Is it in Bangalore???
