hi friends
this is probably my second mail on the topic 
the only solution that can remove the huge digital divide in india is
by extensive localization projects. in fact the mood for the same is
very healthy across the country with lot many groups joining hands for
the noble cause.
before thinking about taking it into masses extensively the first
basic step should be to bring complete GNU/Linux distributionin all
the major languages then restrciting ourselves to certain
applications.
and then it can projects like localization of free education cds etc.
which can be followed by development of simulators for indian schools.
that is all in personal view.
