AFAIK, storyboarding is how films are written, and then the script is
flashed out in a word processor/text editor specialised for the task.
Inkscape could be extended for this.

http://returnself.com/ is a proprietary Mac OS X application that is
well designed in this way, although specifically for novels it shows
the kind of specialisation in user interface that's good to have
