I  don't know the specifics of the program....someone else might be able
to enlighten us further....at the egovos conference in Washington D.C.
this week it was mentioned that the government of China and I believe
IBM are working on a joint effort to train more programmers than you can
"shake a chop stick" at. This is the software equivalent IMHO of the pc
revolution being fueled by low cost, pacific rim based chip and
component manufacturing capability. 

So any bets on when the tsunami hits the stock prices of the usual
suspects?
