For those who may want to get an idea of TIFR's location, please visit

I don't know if any bus directly goes to TIFR. Otherwise there are two 
main bus depots, Colaba Depot on Nanabhai Moos Marg ( Colaba Causeway) 
and Backbay Bus Depot. From there you can continue by Taxi or walk it up
