[ILUG-BOM]mozilla startup time

Mozilla has an optin in setting where the browser stays in memory after 
you shut it down and thus saves loading time when you use it next time.  
Somthing like Terminate and Stay Resident. I mainly use it in WindowsXP, 
but even in PCQuestLinux 8, it does not take much time to load.
