[ILUG-BOM] Where is the firewall?

Hi!

installed privoxy ( junkbuster clone ) ad filter. 
However it cannot bind to the default 8118 port.
It complains that the port may be in use and exits.
When i run 

#nmap localhost

there is no 8118 port open
I guess the problem is with the firewall settings.
Where are these settings located? Is it the problem of firewall or 
something else ?
