One way to do QUOTA management is to use qmail with
LDAP (OpenLdap). Install the qmail-ldap patch from
www.nrg4u.com and recompile qmail. 
Also see www.lifewithqmail.org/ldap . 
The ~control/ldapdefaultquota file will do the needful
for you.
