I guess you are talking about http://localhost or http://127.0.0.1.

You need to have apache web server(httpd) running your machine.
You can do it by using linuxconf and/or ntsysv. Where you can
enable wu-ftpd, telnet too for ftp access to linux box.

Tip: You might want to use ssh instead of telnet.
