bug-162057 <https://bugs.launchpad.net/openoffice/+bug/162057> has
been reported with the same issue, *.odt format password protect is working
fine, but not others, i would rather suggest you to use gpg or export your
docs as pdf and protect it, simple way round even you can zip protect your
doc.
