Historically speaking here. :) 

FSUG Bangalore was started as some coffee table meetings around 2003.
There would be like, um, five guys and Abhas would pay for everybody's
coffee.  Mailing list and wiki were hosted by deeproot initially.

There was no formal affiliation with FSF-I back then.  I don't think
it's changed since.  List was migrated later, clearly because it was
the proper thing to do.  The old wiki (oh, the poor ignored thing...)
is still hosted by deeproot, although it has a bangalore.gnu.org.in
domain name.

As far as I can tell, FSF India has no such thing as local or branch
organisations.  We happen to be on gnu.org.in because they were
gracious enough to accept us into their stead.

There was some talk about having some sort of formal representation of
FSF India in Bangalore as well as all over India -- because, you know,
FSF-I office and a majority of the smelly gnu hippies at the time
happened to be in the southern end of the country and that's a very
unfair balance of power.  I'm not sure what happened afterwards since
I've been on a very long beauty sleep.

I guess Vikram meant this is a user group without a formal structure.
There are no office bearers, for example.  I'd asked about this "back
in the time", but no one wanted to carry those crosses.  It prevailed,
like some sort of unexplainable tribal law.

That's what I know/imagine, unless I've consciously lied.  More
knowledgeable folks, please feel free to correct.  I'm gonna sleep for
maybe another week in the meantime.
