Some Break thoughts

Says

A separate meeting with the software industry will be held in
Bangalore on 27th August, 2008.

Is it Different from Stake Holder Meetings happened in Delhi and Mumbai?

Also While looking at various comments Received for the Draft Manual
(http://www.ipindia.nic.in/ipr/patent/manual.htm )

The most interesting quote i found is from Justice Krishna Iyer,
retired Supreme Court Justice. He says "neither the controller nor
the central government has authority or sanction of law to publish a
manual of the kind put on the website".

I feel the Patent Manual is a step to overrule the decision of
parliament through some kind of Notifications ( now a days govt is
using notifications as a tool to push anti people policies. Recent
examples are the notifications like EIA, CMZ etc)
