Indian Languages on Web

Hi Friends,

Here is a very basic question about delivering content
in Unicode on web. Though I don't read and write
telugu I would like to deliver content using
PHP/MySQL.

Any pointers on how to deliver regional languages
through a web browsers would be a great help.
