    1)Identify each such hardware (there are a legion of
    them) & write Free drivers for each one of them
    (atleast most of them)

This work has been going on for years--that is where all the free
drivers come from.  And programmers continue to do this.

The FSF India could only add a small fraction to the work that is
already being done.  However, it could still be useful for FSF India
to actively support the development of specific device drivers that
are important for hardware that is common in India.

A good first step would be to identify the specific devices that are
most important.  Can you do that?
