You can use a CMS for your requirement. For e.g.: Drupal CMS(
http://drupal.org). Blog and forum module are the features available by
default with Drupal project. You can extend the functionality of the default
modules with other contributed modules available at
http://drupal.org/project/modules . For wiki functionality there are 15 odd
modules with different configurations and features. Other good things with
drupal is the large community which actively contributes new modules and
patches existing modules making it a No. 1 choice for building virtually
anything.
