This document is hardly informative.

The MORD (Ministry of Rural Development Govt of India) has a large say
in what gets implemented at the state level. At the Panchayati Raj
level, customized software is very important.
M$ gets its dirty work done through partners like DRISHTI. So their
plan cannot be gauged without taking the rest into consideration.


Many of customized software have been locally developed and are not
necessarily open source. Can you suggest a substantial survey of these
and related software?
