It could be. But the functioning of many tasks (I/O,
Memory Management etc) of a GNU/Linux is different.
The kernel is different. Minix has a microkernel
architecture, whereas Linux has a monolithic. Their
goals were different too. I guess, so far, both have
been reasonably successful.
