What is the price the  navy is prepared for freedom and independence??
What is price they are prepared to pay to ensure that the s/w they use
is  doing only that  it is  supposed to  do?? What  price is  the navy
prepared  to pay for  ensuring that  their computers  do not  send out
information they are not supposed to send out?? 

For  defense  establishments,   monetary  considerations  are,  AFAIK,
secodary.  Tell  them about freedom,  confidentiality and reliability.
Reliability not only  in terms of stability and  availablity, but also
in terms of transmitting / receiving only that information which it is
supposed to send / receive.
