Absolutely!. 

Unfortunately FSF is not credited for many of its own important
contributions. Some times people call GNU software as Linux and Open
Source.  

More than crediting FSF, it is about letting the world know the
existence of the GNU project and its motives.

Your suggestion is very valid. 

There is a formal GNU evaluation team that does a verification and
approval, before one can prefix GNU to the project name. It is a
trivial process, just to ensure eligibility.

Note that,
A GNU software 
 - need not be copyrighted to FSF 
 - need not be hosted on www.gnu.org or savannah.gnu.org
