[Fsf-friends] Looking for an alternative Knowledge Base Software....

Have you tried searching for a 'document management system'
rather than a 'knowledgebase'?  I would guess sourceforge
has several.

Alternatively, could  a traditional 'message board' suffice?  There
are some quite powerful messageboards - you may need
the ability for the search engine to 'index' attachments.

Looks like one of those applications that can start off simple,
and can quickly get complex - multiple levels of permissioning,
archiving etc.  Much of the power may need to reside in
the search algorithm.

I would estimate  a good PHP/MySQL programmer could
implement something workable in 2 man months, something
better in 6 mm, assuming you are willing to release under GPL
so they can build on existing GPL codebase. 
Cost - depends on where the programmer(s) reside!
