Not always ... For example Ximian , the Gnome people including people 
from the Gnome Foundation recently changed the license of their entire 
class libraries from LGPL to X11 ... Of course it goes without saying 
that the Authors who assigned copyright to Ximian, Inc became unwilling 
partners in this switch ... (of course forking is possible, but who cares
....)..

Hmm... maybe I am BIASED about that .... ;-)
